If the rudder will not stay in the water for more than 24 hours at a time, you can use a varnish. If the rudder will be continuously submerged, it should be completely sealed from any water permeation with a barrier coat like TotalBoat TotalProtect Epoxy Barrier Coat Primer, which can be overcoated with a bottom paint.
