Yes, as long as the coal-tar epoxy primer was applied recently and is still soft to the touch, but tack-free, you can apply any of the TotalBoat bottom paints over the primer. If the coal-tar epoxy primer has cured for an extended period, either apply another coat of the coal-tar primer or apply an epoxy primer (such as TotalBoat 2-Part Epoxy Primer), following the antifouling overcoat directions on the primer you used.
