Yes, you can apply TotalBoat 5:1 Epoxy over fully cured TotalBoat Penetrating Epoxy. To do this, let the  penetrating epoxy cure completely. Wash it with a mild soap and warm water, then allow to dry completely. Sand the surface with 80-grit sandpaper and remove all sanding residue before applying 5:1 Epoxy.
